Sister of Donovan, the one who wanted to conquer the USA, with vamps and Nosferatu. Valerie did not agree with her family's policies in Europe after the apocalypse, and was at odds enough that her brother, Donovan, had tried to have her killed during one of their missions there. She had survived, and had hidden until Donovan came to New York to take it over. She appeared on the ship, fighting Donovan and the Nosferatu. During the fight, Michael, who always read minds, recognized her as a person with Honor, and fought with her, saving her. She challenged Donovan for control of Europe, and Michael set up a fair fight, winner take all, without his interference. Valerie won. She had delivered "justice's punishment" Michael finds Valerie has enough honor to trust her with cleaning up USA, while he goes to Europe to handle The Duke, and whatever of his children were causing problems there.

Michael saves her in New York fight against Donovan's Nosferatu, sets up fair fight between her and her brother, Donovan. She is honorable enough to take care of USA while he goes to Europe to handle whatever is happening there, that his children will have started. Talks to her in New York, after she wins fight, kills her brother. She asks what her duties will be- “And what? I’ll be like your enforcer, an enforcer for justice?” Valeria asked, pulling Michael out of his thoughts. “Yes, I like the sound of that. Get your friends and put this city back in order. Remove the Peace Enforcers and take on the title for yourself, so it means something true and honorable. You will be the first of my Justice Enforcers, though you won’t be the last.”

Michael gives her of his blood, so that she will heal better and become a day-walker, and convinces her that she needs to help clean up the USA while he takes care of Europe. No longer "vampire". No longer needs blood- draws from Etheric. Has kept red eyes and fangs. Enhanced by nanocytes in Michael's blood.

“Will I really be able to walk in the sunlight? Lay under its warm touch?” “When the sun rises today, have faith.” He sighed and looked at her. “There’s a lot for you to learn about our kind, some now, some in days and years to come.”
