Smaller planet terraforming. Traders evolved an atmosphere, dragged an ice mass onto it for water, added enough heat to change the ice to steam, creating more oxygen in atmosphere. Oxygen-breathers could last 10 –15 minutes before they died, so they all wore atmospheric suits. Original trading posts had grown, expanding first into sealable hewn rocks, creating small micro-organism atmospheric farms. Eventually, having created more oxygen than they needed, they began trading it to ships for materials. A massive deposit of gold had been found, (probably an asteroid, not native to the planet) and although eventually depleted, planet had developed into a class B-level planet for technology, terraforming, foodstuffs, and metals.
