Short, pock-marked chin. Used a cane.  Lived/worked in Keep 52, a fully preserved sandstone building left over from before the age of Madness. Protected by wooden fort walls. Housed the military garrison in that area, also. In excellent condition.

Commissioner. The first stop on the way for the tribute/tax/tolls  that was assessed on the villages. The Assessors collected it, took it to the commissioners, who logged it in, then sent it to the Protectorate, who supposedly took care of the roads, hunger needs, protection, etc., of the territory they represented. Protectorate Charter lays out all duties of each division. Ignored, in current society.

Krann was a believer in the "system" - that administrators, like himself, would hold the system together, that they were the good strong bones needed to support the activities of the government. That ANY government might survive or fail, but it was the administrators, who kept the books, and noted what was happening when, that would keep the world going. People like Clarence might come and go, but whoever was there, the "system" would survive. Krann felt like cities were all representing the economy that Krann considered his personal achievement. “What is a life without service to order?” Krann asked.. “Are all the Commissioners like you?”“Mostly,” Krann answered flatly. “But you will find I am a better example than most. My family has served the Protectorates since the beginning.”
