Assessor for Lungo Protectorate, under Commissioner Krann.
Fat, liar. Collects tribute from villages for Protectorate, by force if necessary, directs what they are to grow, so that he might have a private stock of crops to sell and gain from, sets daily deadlines, keeps some of the tribute as well. Takes too much - villagers might starve over winter, he doesn't care.
Not liked by the guards, either.
