Captain of Mayor Brundig's version of the Heroes Brigade. Called the Meadow Guard. Gray or black cloaks, green sashes across chest. Percy led them. Percy is suspicious of any advice given by anyone else but himself. He thinks he is the most knowledgeable person to defend the town, and that all others should show him that respect. Obviously, he's wrong. He is mentioned as a character 156 times in the book, without much respect shown for him.
