Magic unlawfull

Chapter One begins before its cleansing by Ezekiel and Hannah, with Hannah's first manifestation of "magic", which was unlawful in the then city of Arcadia, punishable by death.
Layout

Divided into four quarters: QueenBitch Boulevard (the slums). Named after the Matriarch, Irth’s God-Queen of old. At night everything changed. The neighborhood transformed into a den of prostitutes, drunks, and thieves. The only protection for someone like Hannah or her brother was to stay in after sundown.
The Academy
TROM 01/2
Adrien, Chancellor. The Academy was the backbone of the community and the only thing keeping Arcadia on top in this world still struggling to recover from the Age of Madness. It flourished financially, not only from the astronomical tuition that the rich were willing to shell out to enroll their snot-nosed, silver-spoon kids, but also because Arcadia’s Governor gave it whatever Adrien demanded.

Arcadia had grown exponentially over the past few years. People were flooding into the city from the corners of Irth, looking for a fresh life and a new hope.Outside the walls, a skewed narrative about his home spread to foreigners beyond the walls. Arcadia, as the heart of Irth, had good houses on every corner and that jobs were abundant for anyone willing to work. But when people came to the city they would eventually end up realizing the ugly truth of the place. Many of them landed on Queen’s Boulevard hustling on the streets for whatever sustenance they could find. City had become more prosperous, and infinitely crueler.
The Laws

Due to Capitol regulations, farmers had to sell within Arcadia’s markets if their land lay within ten thousand paces of the gate.
History of the City

After Ezekiel left,Adrien and Saul, another magician/leader, worked to improve the city, pursuing the great experiment For years it prospered. As it got larger a Capitol and an Academy were built, worked well. But the more people who flooded the gates, the more problems arose. The city grew and grew. Saul appointed people to oversee the quarters, and created a government that would help us flourish. The Academy was free and open. There came a time when everyone you met was some kind of magician. Many were using their powers for great acts of good. But shadows of vice hid in the corners of many hearts. One day, a group of magicians from Queen’s Boulevard tried to take the Capitol with their magic. They put down the uprising in hours, but we were all scared to lose this place, scared of what magic could do if it were left uncontrolled. Adrien barred any new students from the Academy. No longer was magic for the commonwealth, but rather for the good of the state, which amounted to nothing more than the good of Adrien. Adrien and Saul fought over policy, and he murdered Saul. Now Ezekiel was here to put an end to Adrien's rule.
Morrissey’s, the first restaurant established in the newborn city, still remained, almost exactly like it was four decades earlier.
Capitol Park

Public works like this were built every few years. Nothing like a show of magnanimity to keep the common folk satisfied. It allowed the Governor and Chancellor to focus the rest of their time on projects that advanced their own purposes.
