TROM 01/2 Chancellor, Academy. Tower at Academy was highest building in Arcadia- was Adrien's office. Could see over all four quarters of the city-He was controlling power in the city. The Academy was the backbone of the community and the only thing keeping Arcadia on top in this world still struggling to recover from the Age of Madness. It flourished financially, not only from the astronomical tuition that the rich were willing to shell out to enroll their snot-nosed, silver-spoon kids, but also because Arcadia’s Governor gave him whatever he demanded.He considered it the academy's job is not to fill beds but to control entry - to control education and power.His philosophy was, "Scarcity breeds prestige. Prestige provides power. And power gives us whatever the hell we want. That’s why we restrict access. Control the magic, control the world. What would happen if we let any damned fool practice magic. It would be bedlam. Chaos! Our primary goals are research and design, not enrollment and financials. And the Governor is pleased with the current state."
Plan is to control his world by control of weapons.

The student had been brilliant years ago and now seemed to be something of a mastermind.

In areas where Adrien’s influence has spread more rapidly, we are distrusted at best and attacked at worst. No one wants to join us in the Heights. Our number is dwindling, and soon the art could cease to exist.”
